BC PNP Entry Level & Semi-Skilled

The British Columbia Provincial Nominee Program (BC PNP) Entry Level and Semi-Skilled (ELSS) category is a way for workers in selected occupations across the province or any semi-skilled (Skill Level C) or entry level (Skill Level D) occupation  in the Northeast Development Region to gain Canadian permanent residence in B.C.

 

MINIMUM REQUIREMENTS

To be eligible, you MUST meet ALL the following criteria.

 

 

1. ELIGIBLE OCCUPATIONS

With the exception of the Northeast Development Region, eligible occupations are divided into three categories:

2. WORK EXPERIENCE

Must be employed and working full-time (at least an average of 30 hours a week, year round) in any ELSS-eligible occupation for at least nine (9) consecutive months before applying.

You must be employed by the B.C. employer who will be supporting your BC PNP application.

 

Employment that is part of a program of study (such as co-op) or obtained using a Study Permit or Off-Campus Work Permit does not qualify towards your work experience.

 

3. EMPLOYMENT OFFER

Have accepted in writing a full-time, indeterminate job offer (a permanent job, or one with no set end date) in an ELSS-eligible occupation from an eligible B.C. employer.

Job offer (Full-Time)

Job offer must:

  • Be in writing.
  • Be indeterminate.
  • Include details of the work you will perform (the job duties).
  • Include your type of pay (commission, salary or hourly wage) and the amount. The wage must be comparable to market rates.
  • Include any conditions of employment (e.g. hours of work, vacation, benefits).
  • A reference to any applicable collective agreement.
  • Be signed by an authorized officer of the company.
  • Be dated.
  • Be counter-signed by you accepting the offer.

 

Employers cannot make any deductions from your pay or require you to pay any fees for recruitment or retention.

 

4. PROOF OF FUNDS

You must show that you have sufficient income to support your family's cost of living in B.C. community where you will reside and work.

5. EDUCATION

Have completed secondary education.

  • Graduated from high school either within or outside of Canada.
  • You will need to submit a copy, in English, of your highest level diploma, certificate, degree, or transcripts.

 

 

If the offered occupation requires certification, licensing or registration you must provide documentation showing that you meet these requirements or how these requirements will be met as soon as possible.

Long-haul truck drivers must have
  • A valid B.C. Class 1 driver’s licence for the duration of the nine months full-time work experience.
  • Air brake endorsement.
  • Other certification(s), if required (such as certification for transporting dangerous goods).

 

6. OFFICIAL LANGUAGE LEVEL

If your job offer is for a Skill Level 0 or A occupation, you are not required to submit valid language test results.

 

If your job offer is for a Skill Level B occupation, you must submit valid test results for least one of Canada's official languages, English or French, showing you have obtained a minimum score equal to or greater than  Benchmark 4 in all four language abilities: speaking, listening, reading, and writing.

Language tests results are valid for two (2) years after the date of the test result. 

Your test results must be valid on the day your immigration application is submitted.

 

7. WHERE YOU CAN LIVE IN CANADA

Plan to live in British Columbia. For you to qualify for a provincial nominee program you must reside in the province that nominates you.

 

8. ADMISSIBILITY

Be admissible to Canada. You and your family members must not be inadmissible to Canada for security, criminal or medical reasons.
